Google retired Picasa to consolidate on Google Photos, closing Picasa Web Albums on 1 May 2016.

Picasa was a genuinely good photo organizer that Google bought from Lifescape in July 2004 and then spent a decade quietly outgrowing. On 12 February 2016 Google announced it was retiring the whole thing: desktop support ended 15 March and Picasa Web Albums closed on 1 May, with everything pushed toward Google Photos. Anyone who had already downloaded the desktop app could keep using it unsupported, which made Picasa software that outlived its own funeral.
